To connect to two networks, the device needs to have two network cards, for example a wifi card and an ethernet card. Many laptops can do that, but the iPad has only a wifi card.
If the camera goes into sleep mode, the wifi network is terminated. The iPad cannot stay connected to a network that isn't there anymore. If there is another network that the iPad knows, it will switch to that network. If there is no other known network, the iPad should automatically reconnect to the Eye Fi network as soon as that comes back. You can probably use the sleep mode on the camera if you go to settings I think the iPad will keep the network info for the camera that way.
You can probably try that while you are at home and see if it works. I have two networks at church, so I'll try it and let you know, unless you find out be fore I do.

In reply to your intent rather than your question, if you use a wifi router or small battery powered cellular wifi access point, you connect both iPad and camera to that instead, then your iPad has continuous access to both internet and the camera while it is powered on, but you know this already right?
