Credits will be available for job creation activities, investment in downtown properties, and renovation of properties to make them usable. The credits can be layered on top of each other; however, no credits are eligible without the job creation element being present.

This program cannot be used in conjunction with any other state tax credit program. Agriculture and rural customers have been underserved by energy programs in past years.

Many of these businesses are considered essential and their continued operation is very important to the residents that these businesses serve. In times of crisis, such as the recent COVID pandemic, these businesses become ever more important to the community.

These businesses can be made more resilient and stable through energy efficiency and renewable energy implementation in those buildings. Rural non-profits and small businesses, such as small groceries and healthcare facilities, are essential to maintain services to rural areas and need support to invest in their facilities to ensure continued operation. Applicant must be an agriculture, or related, entity farm, crop processing, food processing, etc.

Unused credits may be carried over for three years. Businesses closing operations in one rural area to locate in another rural area may not claim tax credits under this program. Construction jobs are not eligible for tax credits. Retail businesses and public utilities are not eligible to claim tax credits. Rural counties in the State of Utah of the third, fourth, fifth, or sixth class are eligible to apply.

The Rural County Grant program empowers rural county governments to take responsibility for their economic development planning, projects, and activities. The Rural County Grant Program encourages counties of the third, fourth, fifth, or sixth class designations to apply for the grant to manage their unique economic opportunities.

The program addresses business recruitment, workforce training and development, infrastructure and capital facilities improvements, and other specific county needs. The application process for Part A is now open. As a result, we have established a two-step process—first, annual reporting; and second, application for the new fiscal year grant. Once you have submitted your completed report, the Center for Rural Development will be notified, and will review the report for compliance.
