Using a windows install disk Vista or later, format the drive, and then create two partitions labeled Windows and Windows XP. Exit setup, put in the disk and install that normally to its respective drive. Once done, install XP SP2 to its respective drive and then you're done.

Put those onto a USB drive any will work, and if device installer pops up, you can safely close it and navigate to the drive to pull the files off of it , and then copy them to the 2k installation.
Make sure you have 7zip they still support 2k I believe or an older winrar though with Extended Kernel, the latest version for XP should work to extract anything if possible. For this, grab the portable version. You won't need to install it, you can just unzip it and open up the exe. Extended Kernel users can get a newer version working. Is it possible to install IE7 on Windows ? Not in its current state. The installer will refuse to work on Windows , and running it through Extended Kernel also fails.

Why can't I see the AppData folder? In my case, the removal actually locked up the Removal panel exactly in the same manner and for the same time as IE was locking up, so I knew that had to be it. Afterwards, I actually reinstalled the Toolbar, I thought I was back to square one as the install froze for 90 seconds again, but after patiently waiting, the install finished and at least for now I have IE6 with Google TB working fine again, so far so good.

Actually, you don't want to install any toolbars. They're bad news. I just put a link to Google in the Links folder. Easy enough to get to. I don't care for IE7 or Firefox. The toolbar takes up half the page and I like opening web pages in separate windows and keeping them on my taskbar instead of using tabs.
