I do not want the tool bars to pop up at all. It takes time to close four tool bars. I want the tool bars attached at the top of the page, when I open Adobe, the way they have been in the past.

Grab the tool from the Tools Panel by the gripper bar on the left side of the icon you'll see it when you hover your mouse over the tool and drag it up into the Quick Tools area of the main toolbar. Or, you can select many of your favorite tools at once by clicking on the gear-like looking icon in the Quick tools toolbar, then in the dialog that appears select the tools you want there.
